We recruit experts who match the following profiles described by the Framework Agreement to deliver services to ensure experts to support authorities in the structural instruments management system (Ministry of European Funds):

  1. Type of experts – generally applicable for all Operational Programmes:

Education: at least higher education – graduation degree/Bachelor degree.

Professional experience: At least 3 years of specific experience after graduation in the field of public procurement; during this period the expert should have developed at least one tender documentation and should have participated in at least one tender evaluation commission, either as a voting/non-voting member or as an expert.

Education: at least higher education – graduation degree/Bachelor degree;

Graduation certificate for financial auditor or equivalent; member of the Chamber of Financial Auditors of Romania confirmed for the current year or equivalent.

Professional experience: At least 3 years of specific experience after graduation,in the field of project audit – projects with national or international funding.

Education: at least higher education – graduation degree/Bachelor degree.

Professional experience: At least 3 years of specific legal experience after graduation.

Education: at least higher education – graduation degree/Bachelor degree.

Throughout the implementation of the framework agreement, in case the Contracting Authority identifies other additional expert types/profiles, according to the specific needs of the authorities involved in the Structural Instruments management system, the Contracting Authority shall communicate the expert type/profile in writing to all the parties of the framework agreement. Following the invitation to re-tender, submitted under the framework agreement, to request the recruitment and proposal of other types of experts identified during the implementation of the framework agreement, the Suppliers shall propose experts who meet the requirements of those expert types/profiles.

  1. Type of experts – specific, applicable for each Operational Programmes:

Specific Experts for the Human Resources Development  Sectoral Operational Programme (SOPHRD)

Education: at least higher education – graduation degree/Bachelor degree.

Professional experience:

– At least 3 years of specific experience after graduation,  in project assessment;

– Expertise in education (formal education – initial/ pre-university education, higher education, postgraduate education) and Continuing Vocational Training (CVT) or expertise in CVT or expertise in entrepreneurship, CVT or expertise in the public employment service or expertise in active employment measures or expertise in social inclusion (including social economy).

Education: at least higher education – graduation degree/Bachelor degree.

Professional experience: At least 3 years of specific experience after graduation , in the following fields: economic/financial-accounting/audit or labour legislation.

Specific Experts for the Regional Operational Programme (ROP)

Financing applications assessment experts:

Education: at least higher education – graduation degree/Bachelor degree in Civil Engineering.

Professional experience: At least 3 years of specific experience after graduation in design and/or implementation of infrastructure projects.

Education: at least higher education – graduation degree/Bachelor degree in Economics / Management / Finance/ Accounting.

Professional experience: At least 3 years of specific experience after graduation in Economics / Management / Finance/ Accounting.

Education: at least higher education – graduation degree/Bachelor degree in Environmental Engineering and Sustainable Development Entrepreneurship / Environmental Sciences / Ecology / Environmental Protection.

Professional experience: At least 3 years of specific experience after graduation in environmental impact analysis of investment projects.

Education: at least higher education – graduation degree/Bachelor degree in Social Sciences.

Professional experience:  At least 3 years of specific experience after graduation in project implementation and/or project management and/or policies on social services and/or equal opportunities and/or eliminating discrimination.

Specific Experts for the Increase of Economic Competitiveness Sectoral Operational Programme (SOPIEC)

Education: at least higher education – graduation degree/Bachelor degree in the following fields: Economics/ Law/ Technical.

Professional experience: At least 3 years of specific experience after graduation in verification of reimbursement applications.

Education: at least higher education – graduation degree/Bachelor degree in the following fields: Economics/ Law/ Technical.

Professional experience: At least 3 years of specific experience after graduation in verification/control/audit of investment projects.

Education: at least higher education – graduation degree/Bachelor degree in the following fields: Economics / Law.

Professional experience: At least 2 years of specific experience after graduation in assessment of financing applications.
