The Government approved the financial management of European funds for 2014-2020

Ministry of European Funds subject to the approval of the Government Emergency Ordinance the financial management of EU funds for the 2014-2020 programming period, a normative act establishes financial flows related to the EU funds in the 2014-2020 financial year.

“Building on the experience gained in 2007-2013, new elements came to support beneficiaries. First, pre paid for salaries, fees and travel expenses so that they have at their disposal the amounts necessary to implement their projects without delays and difficulties. Furthermore, introduces the possibility that the paying authority to transfer directly to the partners eligible amounts, thus simplifying the reimbursement process and shortening the period of time that organizations involved in the project expect to be reimbursed for expenses, “stated Mr. Marius Nica, Minister of European Funds.

One of the measures directly aimed at strengthening financial discipline and increasing efficient use of funds refers to the introduction of duties of the Ministry of Finance to conduct redistribution of commitment and budgetary between authorizing officers of the state budget of the Ministry of European Funds in the state of implementation of projects / programs financed from EU funds at each institution.

Regarding the pre-financing granted, the beneficiaries will have to justify its use within 10 days of the expiry of the period for which it was granted, which will result in both effective absorption of funds by setting clear deadlines for justification and ensure the liquidity required beneficiaries. Pre-financing shall be paid based on state estimates, in installments for a period of maximum 3 months.

The enactment applies to the management of financial assistance grants allocated to Romania from the European Regional Development Fund , European Social Fund , the Cohesion Fund and the European Fund for aid to the most deprived persons in the 2014-2020 programming period and pre-financing and co-financing related to this assistance. The document was developed in collaboration with potential beneficiaries and with several civil society organizations ( National Coalition for Structural Funds absorption and Modernization , Institute of Public Policy , National Union of County Councils of Romania , etc.) that have provided relevant suggestions to expanding it .
