Joint Operational Programme – Four new Applicant’s Guides have been launched for public consultation
Joint Operational Programme aims to enhance the cooperation process by supporting harmonious development of the communities gathered around border areas. One of the eligibility criteria is to develop a cross-border project that implies the participation of at least one partner from both countries involved in the programme.
Given this, the recent released Applicant’s Guides represent an opportunity for Romanian communities placed in border regions with Hungary and Ukraine.
In the following we will briefly outline the objectives and the eligible counties and regions.
Joint Operational Programme Romania-Ukraine
Eligible counties from Romania: Botoşani, Suceava, Tulcea, Maramureş, Satu-Mare
Eligible regions from Ukraine: Odessa, Ivano-Frankivsk, Zakarpatska and Cernăuţi
1. Applicant guide for soft projects details the conditions under which funding may be requested for projects without an infrastructure component, or for those that includes an infrastructure component having a value less than 1 million Euro in the fields:
- Thematic Objective 2 – Support to education, research, technological development and innovation
- Thematic Objective 3 – Promotion of local culture and preservation of historical heritage
- Thematic Objective 7 – Improvement of accessibility to the regions, development of the transport and communication networks and systems
- Thematic Objective 8 – Common challenges in the field of safety and security
- Thematic Objective 7 – Improvement of accessibility to the regions, development of the transport and communication networks and systems
- Thematic Objective 8 – Common challenges in the field of safety and security
- Thematic Objective 2 – Support to education, research, technological development and innovation
- Thematic Objective 3 – Promotion of local culture and preservation of historical heritage
- Thematic Objective 7 – Improvement of accessibility to the regions, development of the transport and communication networks and systems
- Thematic Objective 8 – Common challenges in the field of safety and security
- Thematic Objective 3 – Promotion of local culture and preservation of historical heritage

Depending on the priority addressed, the value of grant is between 50.000 and 1.000.000 Euro.
Allocated funds for the call: 17 million Euro.

2. Applicant guide for hard projects details the conditions under which funding may be requested for projects which include an infrastructure component with a higher value than 1 million Euro for the following areas:
Value of grants is between 1.300.000 Euro and 2.000.000 Euro, depending on the priority addressed.
Allocated funds for the call: 19.1 million Euro.

Joint Operational Programme Romania-Republic of Moldova 2014-2020
Eligible counties and regions: Botoșani, Iași, Vaslui, Galați from Romania and the whole country of Republic of Moldova. Furthermore Suceava and Piatra Neamț counties from Romania were also added due to their potential contribution to the economic, social and cultural objectives of the programme.

Value of grant is between 50.000 and 400.000 Euro, depending on the priority addressed.
Allocated funds for the call: 16.102.160 Euro.

You can request up to 2.000.000 Euro for a project, but not less than 1.300.000 Euro.
Allocated funds for the call: 32.5 million Euro.
