Framework agreement concluded with the Ministry of European Funds – Training sessions and visits for best practices exchange

The association formed of SMART Intergration, SC Avensa Consulting SRL, SC LDK Consultants Engineers and Planners SA and SC LDK Consultants Engineers and Planners Ltd. signed an framework agreement with the Ministry of European Funds. Agreement goal was to strengthen the administrative capacity of the Romanian institutions responsible with the efficient management of the Structural Instruments.

Through the framework agreement, the association presented above had the opportunity to provide relevant knowledge for program management and the improvement of staff skills within the Romanian institutions involved in the management of structural instruments, by:
A. Organizing training sessions in Romania;
B. Organizing visits in other EU member states and exchanging good practices;

Results
→ Preparing and organizing a 3-day training course outside Bucharest, divided into 8 sessions. About 240 participants participated in this course;
→ Preparing and organizing 5-day exchange of experience and best practices visits. 100 people were involved in this activity: 50 from Belgium and 50 from Netherlands;
→ Elaboration and distribution of information materials to everybody who participated at the events mentioned above.

The knowledge and skills acquired or improved by the participants who took part in the project activities concerned the following areas:
⦿ Programming and new regulations for 2014-2020;
⦿ Operational programs management, including risk management, monitoring and reporting on structural instruments, indicators, project-level monitoring, state aid and revenue-generating projects, horizontal policies, partnership management, technical assistance and program closure;
⦿ Financial management and audit, including eligible expenditure, processing of claims for repayment and payments, N + 2 rule, management verification, reporting, system audit and operations, preventing and correcting irregularities;
⦿ Management of projects funded through structural instruments;
⦿ Public Procurement Management;
⦿ Other relevant themes regarding the development of the skills and competencies of the staff who manage structural instruments.

Implementation period of the framework agreement

The subsequent contracts under the “Framework Agreement for training of the structures for coordination, management and control of Structural Instruments in the management of operational programs” were financed through the “Operational Technical Assistance Program” financed from the ”European Regional Development Fund”.
